UK Councils Plan to Sell Off Community Hubs and Sports Centres to Balance Books

Based on a latest survey of local authorities, English councils are preparing to offload community centers, athletic facilities, and retail spaces as they rely on a rapid disposal of properties to stabilize finances.

Growing Fiscal Pressures Prompt Asset Sales

A coalition of councils for major urban areas in England stated that 60% of local authorities are planning to sell assets to meet the rising costs of adult and children’s social care.

Councils have in the past come under fire for disposing of public land and open spaces to shore up their budgets, but they argue they must continue to raise vital cash from asset sales or declare themselves bankrupt.

The group said that a high proportion of councils attempting to raise money from a quick sale of assets represented “a distinct shift from 2024, when the majority (60%) of municipal officials stated they would prioritise restructuring services and using financial reserves to weather growing fiscal pressures.”

Detailed Examples of Planned Sales

Medway Council in southeast England announced its asset disposal plan included the sale of a shopping centre in Rainham and a community venue in another town to generate £20m over the next half-decade.

  • A local golf course and commercial properties owned in Worcestershire and Suffolk, which all provide rental income for Medway council, will additionally be disposed of under the strategy.

Local Levy Rises and Wider Financial Strains

The survey of councils in the coalition, which includes Sunderland, Southampton, Gloucester and Salford, also found that over seven in ten of councils will need to raise council taxes next April to cover the growing cost of essential services, higher levels of housing insecurity, and a persistent accommodation deficit.

Medway council said it will press ahead with asset sales after sharp increases in the cost of youth support, support for vulnerable learners, elderly and disability services, and temporary accommodation.

“We are adopting innovative approaches but certain measures take time to deliver both improved services and cost efficiency,” said a council leader.

He continued: “We face demographic pressures which will continue to add to the strains we have. As a local government body, we had a drastic reduction in our central funding from 2010-24, which is extremely difficult.”

Countrywide Trends and Projections

A survey of county councils this week also found council budgets being strained by the increasing figures of children and older individuals requiring Send support.

A network of councils projected that council deficits will reach 4.4 billion pounds a year by 2029, as they struggle to manage increased demand.

Ministers have put off scheduled changes to the Send system until the coming year after a policy document setting out those changes has been postponed.

Deprivation and Financial Gaps

Based on the most recent deprivation measures (IMD) for English councils, several key cities members were included in the most deprived in England.

  • “Participating urban centers like several major towns rank in the top 30 across the country under the 2025 IMD measures,” said the report.

“Although only a single urban area is among the top 10 for deprived neighbourhoods nationally, urban areas are much more prone to be in the worst-off 20% of the nation. The figures underscores the scale of difficulties facing local leaders across major urban centers in the coming year,” the report added.

“Local government leaders have been clear about the need for a equitable and lasting financial structure that accounts for and addresses the actual extent of disadvantage and need,” said Michael Mordey.

“Without this, councils will continue to face impossible choices around which vital provisions to fund, and which to cut, to the disadvantage of their residents.”

A fifth of local authorities have cut or compromised care services in the past 12 months, the survey found.
